Foreigners can apply for an LMIA in Canada. However, the LMIA application process depends on the type of program you’re hiring through.

The Temporary Foreign Worker Program (TFWP) lets you hire temporary foreign workers to fill labor and skill shortages. To apply for an LMIA, you need to provide proof of recruitment, business registration or legal incorporation documents (if first LMIA application), a job offer letter or contract, and a copy of the LMIA and the LMIA number.
