From January 1997 until his retirement in December 2018, Carroll Leavell (October 23, 1936 – June 26, 2023) was a Republican senator from New Mexico who represented District 41. Eastern New Mexico University is where Leavell received his BA.

In the Republican primary on June 8, 2008, which he won with 1,619 votes, and the general election on November 4, which he won with 8,702 votes, he faced no opposition.

Both the Republican primary on June 5, 2012, which Leavell won with 1,303 votes, and the general election on November 6, which he won with 8,413 votes, had no challengers. Once more running unopposed, he won both the Republican primary on June 7, 2016, with 1,741 votes, and the general election on November 8, with 9,006 votes.
