William Carvel Graham was a Canadian lawyer, academic, and politician who lived from March 17, 1939 to August 7, 2022. Graham served as foreign minister, national defense minister, leader of the opposition, and interim leader of the Liberal Party of Canada. He was the chancellor of Trinity College at the University of Toronto after leaving politics.

He attended Upper Canada College, Trinity College, the University of Toronto Faculty of Law (where he was an editor of the Law Review and a gold medalist in 1964), and the University of Paris.

Graham went to Paris after graduating from law school to pursue a doctorate of law with a focus on international law and to improve his French. In 1970, he was awarded the Docteur de l’Université (DU). He also represented Fasken and Calvin (known as Faskens) in Europe, where he had articled.
