Garca was born in the state of Durango, Mexico. Garca managed Rudy Lozano’s 1983 campaign against 22nd Ward Alderman and longtime incumbent Frank Stemberk. Lozano was a labor activist.

Lozano fell 17 votes shy of forcing a runoff in the election of February 1983, which his supporters said was because individuals with Spanish surnames were removed from the voter lists.
In June 1983, Lozano was shot dead inside his house. Despite the fact that a known gang member was found guilty of killing Lozano, his supporters continue to maintain that he was murdered because of his political and labor activities.

For the position of committeeman in the Cook County Democratic Party in 1984, Garca ran against Stemberk.
Lozano’s followers came together for him, and Mayor Harold Washington gave him his support.
