Born in Zaragoza in 1943, Roldan was a member of the Zaragoza City Council PSOE, then between 1982 and 1986, he became Navarre’s government representative, Felipe Gonzalez.

The government made him the director-general of Guardia Civil and he got the upper hand to enrich himself.

Luis Roldán fled Spain in 1994 when a court indicted his criminal activities. He was arrested on 27 February 1995 at Bangkok Airport (Thailand).

He was tried by the National High Court and sentenced to 28 years in prison. Jail for embezzlement, bribery, tax evasion, and fraud. The Supreme Court upheld the crimes and increased the sentence to 31 years.

Roldan was married three times and had four children. From his first marriage to Ángeles Cimorra, he has two children: economist Luis Javier and Ignacio, who died in a traffic accident in 1998.

He has two children with his second wife, Chilean Galician doctor Blanca Rodriguez Porto.

One of his sons, who will be attending his father’s funeral, explained that Louis Roldan had cancer (apparently prostate) “years ago” and died of complications at St John’s Hospital last night.

The funeral and cremation of the former National Guard chief will be taking place behind closed doors.

Roldán was sent to the female prison of Brieva (Ávila) in February 1995. In 2005 he was allowed out of prison to work.

Judges have successfully raised 1,646,845 euros in civil procedure seizure of bank accounts and the auction of some of their properties seized in Spain. The bulk of his fortune, equivalent to 10 million euros in 1993, is missing.

On 19 March 2010, he was released from prison after 15 years in jail.
