Latham was born on February 28, 1961, in Ashcroft, a neighborhood in New South Wales southwest of Sydney.

He joined the Labor Party at an early age and assisted Bob Carr and Gough Whitlam with their research.
He attended Hurlstone Public School, Hurlstone Agricultural High School, where he graduated as valedictorian, and the University of Sydney, where he earned a Bachelor of Economics with Honours in 1982.

After earning his degree, Latham worked as a research assistant for former Labor prime minister Gough Whitlam from 1982 to 1987, helping to write the book The Whitlam Administration.
From 1988 to 1991, he served as an advisor to Bob Carr, who was then the leader of the opposition in New South Wales.
