Kelly was murdered just days before leaving for the University of Oregon on a full scholarship.
The incident shook the entire community as the 18-year-old’s death was ruled a “tragic and senseless loss”.
Kelly rose to fame playing at De La Salle High School as a linebacker and helped his side to its fifth USA Today national title.
He was named a top 100 athlete of 2004 and was a first-team selection for the All-Times football team.

Kelly was found in his car with multiple gunshot wounds on August 12, 2004.
He had been hit three times in the head and once in the back.
According to reports, Terrance had been waiting in his car for the son of his father’s girlfriend outside a Richmond home when he was murdered.
Court documents state Kelly’s cause of death was multiple gunshot wounds to the head and torso.
Terrance Kelly was killed by Darren Pratcher, who was 15 with a .22-caliber rifle.
Pratcher was prosecuted as an adult, and after five days of deliberations in October 2006, a jury convicted him of first-degree murder and weapon enhancements.
He was later sentenced to 50 years in prison.
Terrance Kelly was interred at Rolling Hills Memorial Park in Richmond, Contra Costa County, California, USA.
